Unfit pet owner WWYD?

Last night I was walking my dog in the pouring rain and there was this woman walking her pitbull. I was crossing the street toward them and the dog went nuts so I started to walk away and the women picked the dog up off the ground by its leash and was screaming at it. The dog was barking and lunging toward me and my dog. I realized that every time I moved the dog reacted so I stood still and had my dog sit. The woman dragged her dog by its head collar into the street where she took the collar off all the while cursing and screaming at the dog. I was really nervous- She put the leash on the regular collar (neck collar) and again lifted the dog off the ground by its leash and was shaking it- I tried to walk away and the dog went to lunge toward me again so I stood still again with this the woman starts screaming at me that I am a stupid F***ing B!tch and how could I just stand there...It is clear that the woman has issues but I am really concerned for the dog...I do not know this person but I saw her go down her block-It would not take too much effort to find out who she is and if she is abusive to the dog on a regular basis...WWYD should I just leave it alone or should I try to do something? This has been bothering me since last night.

Wow, what a horrible experience. Im sorry Honestly, even if you wanted to take action Im not quite sure what you could do. Maybe someone else on here can help. I just wanted to offer some hugs
