We take ds anywhere and it usually around 7 cause theta our normal dinner time. I just always check the menu to make sure he will eat something. But even then as long as they have chicken he's good.

Re: Update: What's your favorite child friendly restaurant?
Our 3yo DD's favorite restaurant is Friendly's. My parents take the kids there for dinner from time to time and DD comes home raving about it. She loves the ice cream after dinner and the balloon. Unfortunately DH and I aren't into eating there.
We like to take the kids to Zinburger in Walt Whitman Mall. It's loud enough that it drowns out the kids, there are huge cows on the wall that they get a kick out of and they have good wine and burgers. We've found our meals there to pretty low stress. I've also had fairly enjoyable meals at Applebee's with the kids.
We tend to avoid nicer places because we find it hard to "enjoy" a good meal with two very small children in tow. We save the good restaurants for when we have a sitter. As the kids get older and can sit quietly through a meal that will change.
eta- Sorry, I just noticed you said no chains.

My 4 year old DS and 2.5 year old DD tend to enjoy Italian the most. They like Baci's because of the pizza bread and they give the children balloons and Vincents. We also will occasionally take them to Millers in Levittown on Tuesday nights bc they have a balloon artist and kids eat free. DS loves hibachi but DD tends to get scared of the big fires and all the noise. For sushi, they love Tenjin in Syosset bc the waitresses are super friendly and they have a few rolls there that the kids really love.
