I think a long sleeve button down shirt with a tie and a pair of Khaki's would be appropriate. That is what I plan on having Roman wear.

I saw a very cute Kenneth Cole Collection boy outfit at BRU in Westbury today. It had a button down shirt with a sweater vest. I thought it was so cute & thought your son could wear it. The only thing is it comes w. jeans. Not sure if you would want him to wear jeans. It was $ 34 (I think)
