What to do about a dog I feel is being neglected? UPDATED!!
My Mom and Sister told me about this dog they always see when going to take my nephew to his karate class - it is always tied up outside a bagel store. The owners of the store own the dog and admit that they are "sick of him" and want to find him a new home. So, until someone comes and offers to take him it appears that they just don't care about him - my Mom said he is a mess, all matted and dirty.
Also, she said that they keep him tied up outside all day - and one time the rope they have him tied up with got tangled around his neck and he was underneath a car crying when someone saw him and told the owners - then, they untangled it.
What can I do about this? What number, if any, can I call?
ETA: he is a big boy - a newfoundland who they said is SO affectionate b/c he is neglected constantly that he is begging for love/attention all the time.
FIRST UPDATE: The place is the one that MrsGraz posted about below... My brother, who is a typical man, described it incorrectly as a "bagel place" b/c he got a bagel or roll there once -- in reality, when I got more information from my mom to call the SPCA with it is a CAFE in St. James on Lake Avenue.
It is the Tic Toc Cafe in St. James on Lake Avenue.
I just called the SPCA and spoke with an after-hours service - they took a full report and said they will give it to the officers to investigate tomorrow.
Also, I rec'd two FM's from posters on here interested in taking the dog and finding it a good home - one person even has connections with a Newfoundland rescue group that she could take it to!!
So, hopefully, one way or another this dog will have it's prayers answered real soon!!!

Suffolk Aspca for sure would come and help out. If hte dog is always out there, it won't be hard for them to see that he is abused and neglected. This is heartbreaking and sickening and someone needs to make that phone call.
I called Nassau Aspca on a resident in our neighborhood for a lot less than that...and they came and told the owners they needed to do such and such. And from what I hear Suffolk spca is much more responsive than Nassau, so I would hope they would really help this poor dog.
Won't anyone going in and out of that bagel store speak up for that poor dog??????

My G-d. What is wrong with people!? It's really painful to read things like this.
I met a newfoundland once and he was the sweetest thing, although enormous, just so sweet.
Good for you for taking an interest in him. I pray that he finds someone to love him and take care of him.

my mom and sis NEVER go to that bagel store b/c it makes them so mad - the only reason they noticed the dog is b/c my nephew's karate place is RIGHT next door.

I used to go to this place for lunch often..it makes me so sad to see this huge dog (that needs lots of exercise bc of the size of him) tied up. I had to stop going because I said something to the owner and they didn't really wanna hear it....needless to say I left saying something not too nice and will never go in there again!!

Someone really needs to call the ASPCA FAST. All calls are anonymous, you won't have to leave your name. Please help that dog. I am sick from reading this.

I agree with calling the ASPCA.
I beleive, they will ask that the owners sign over their rights to them. And since they don't want the poor guy, I'm sure it will be easy for them to sign the papers.
Thank you for looking out for him and getting him some help.

If I lived in Suffolk, I would want to know where it was b/c I would go give them a peice of my mind. I would certainly call ASPCA and insist they take that dog away.
Dogs need people like us to help them.

Dani and Jenna, are the owners the two guys who look like brothers? Balding, kind of stout guys?
Also, where is this dog tied up, in the front, in the back, on the side? I pass the Tic Toc twice daily and we've eaten there quite a bit but I've never seen this dog. I'm not saying he's not there, but I want to look out for him so I can report it if there is evidence of him being mistreated.
This is so sad. I live in St. James and need to know how I can act on this situation, so please let me know what happens.
