At my daycare they do when changing diapers, I don't know about food. There is also a paper thing that goes under them like at the doctor's office that gets changed as well.

At our daycare here in CT they wear latex gloves for each diaper change, and also use the diaper squares for under them. As for food, parents supply all snacks and lunches, and most of it is in containers and ziploc bags- so I am not sure they wear gloves for that.
