Which country allow adoption by older parents (40+)?
Except Africa which I know some Countries do?

In Africa Ethiopia allows it and I know Rwanda is just starting to open up and I have heard they will allow it. Africa has many countries that do not have adoption programs. it is not one standard program.
If you go to www.whfc.org they have a chart that helps you see each countries requirements.
