The exact same thing happened to me last Christmas with one of those target cards.
I did contact the family member for the receipt and went back to target with it. turned out the way the cashier at target was inputting the card was incorrect. Those types of gift cards have to be swiped and put into the register a certain way.

did you call the number on the card to make sure it was empty? ive tried to use a target gc once before and the cashier entered it in as if i wanted to buy it. weird i know but maybe its a mix up??

Thanks everyone for your opinions. I decided against saying anything. The second gift card she gave me was activated. She is not the type of person to save a receipt so I know if I were to say anything she would just go buy me another one. Lesson learned I will always attach the receipt when I give a gift card for a gift. Thanks again!
