I'm not sure if I should just mind my own business or do something -
I've lived in my house coming on 4 years now. I have a really awful neighbor. Nice person, but very unsanitary, doesn't keep up her house at all...let's put it this way we have private garbage where we live (it's about $40 a month) and they don't have any garbage service. I just had to call the town to complain that their garbage is now being stored outside the house and it's attracting very ugly animals!!) anyway back to the point...
They have 2 dogs. I've seen them outside tied up in the backyard maybe 5 times in 4 years. They never go out. They got loose one day recently and attacked another dog that was being walked by their owner. I know this because they thought they were MY dogs and called the cops on me. Anyway I feel bad for these dogs. They can't be well taken care of. Would you do anything? Is there even anything you can do?

I would def call the proper authorities and report it. They will investigate and see if the animals are being treated properly. It sounds like these dogs are being abused 
I'm not sure where you live but each town/county usually has a dept to handle these types of things. You can usually find where to call with a quick google search.

I believe (from watching Animal Cops and from posts here) that what the ASPCA concerns itself with during complaints are if the dogs/cats are in need of medical attention for obvious issues, in need of more food because they are underweight, or in need of shelter because they don't have any cover from outside elements.
If you make a complaint and they find those needs are being met, don't be surprised if the dogs remain. There's always a chance they would be looking for an opportunity to get rid of the animals too and might sign them over.
Then again, when I see hoarding shows, sometimes they remove the animals even if they're well taken care of. If that's the situation in the house, it might set off a larger investigation.

You can contact your local animal control and see what they say. Where I live they are very quick to respond and are very helpful! Good luck!
If you are in Suffolk County the SPCA is also a great resource!
