I think it is fine. My mom always had noisemakers for us and we would go outside at midnight yelling "Happy New Year!" It is only for like 5 minutes max. Most of my neighbors would be outside as well.
I never saw it as a big deal since I figured most people were up on NYE at that time anyways and if they weren't, they would understand this only happens once a year and most people have off the next day.

I seriously think I would kill my neighbors if they did that outside with my 2 kids sleeping. Totally inconsiderate.

Nay. I find it so annoying. I also grew up with a father who worked nights and had to get up at 2am and I always felt bad when the neighbors did this.

Sounds like fun! Never heard of someone doing this before and my neighborhoods always been quiet at 12am. If I didnt think we'd p.o. the neighbors then we would definitely try this once!

Nay, I never heard of it until I moved to LI, although I grew up living on military bases and they are super strict, I guess that's stuck with me.
I will say that it doesn't annoy me as much as my loser neighbor that shoots off fireworks for EVERY holiday, even Flag Day.

DH wants to know why I would want to possibly upset neighbors with an obnoxious celebration.
My kids, whatever, it is one night a year.
ITA! It's one night and lasts a couple of minutes. Everyone will live!
And it's not any worse then fireworks and M-80s getting set off for July 4th.

Funny memory. I once tried to do that in Ireland when I was 11 with my cousin. She was so intrigued. (We were left home alone while our parents went to the pub.) We prepared for our performance all day--setting up the pots and pans, etc.-- At 12:00 we went outside and went crazy. The neighbors weren't so happy. One man screamed "Shut up you f*ckers!".

ITA!!!!!!! Not only for kids sleeping, but for anybody sleeping.
Bang pots and pans in your own house if it's such a celebration.
I have never even heard of this and I am very glad!

Very true. It isn't a silent world. And it isn't every day. But once you add in July 4th (and all the days around it when neighbors are 'testing their stuff'), New Years, Firehouse santa coming through the neighborhhod til 12am with all the fire engines, your team winning the World Cup (yes, it was a mad house when Italy won in the Bronx), your team wins the Super Bowl, etc.
Then it is just another annoyance for those that actually work on holidays. But it's okay. We will be on the road in the morning, tired and sleepy. And we all know that tired drivers are just as bad as drunk drivers.
We (the shift workers) deal okay with stuff happening during the day, but once you get toward midnight it is rude. Whether you are working or not.

Hope that whoever wanted to do it, did it! Honestly, I have no problem with it and I don't have kids. It would go along with the fireworks going off last night at midnight that practically made our house shake!! LOL It was all over by 12:15

Yay, yay, yay!!! That was my favorite part when I was a kid!! Running out onto the front porch screaming "Happy New Year!" at the top of my lungs banging on pots - ringing the cowbell (we lived in Babylon, don't know why we had a cowbell).
Yay especially for your kid!!! Yay as an adult as well.
Me too! i thought we were the only family that did this. and then i read this post... wow!

We ran out with noisemakers last night but you couldn't really hear them over all of our fireworks! 
Good thing you guys dont live by me! NYE 2008 we walked around the neighborhood - and my friend's DH played the bagpipe the whole time!!!!
