That is so wrong IMO and would not fly with me at all.

You are 100% RIGHT!!! You asked very important questions! I know my DH would never think about those things, but as moms, we do.
Only you can know if you should be concerned about MIL taking Dd to a party. How aware is she? How on top of her is she?
I know my mom is very on the ball with these things. My sister's MIL is SO not!! She gets distracted talking on the phone and has no idea where the kids are. 
But since you don't know the people whose house she is going to, I would be concerned about her taking DD to the party. You don't know who will be driving/drinking? You don't know the peopel who will be there. Its not like your mom's friends or even MIL's friends who you may know. Its her boyfriend's friends. Yeah, that would make me uncomfortable if I wasn't there.
If MIL can't miss 1 party to babysit, then I would just skip your party (assuming you can't bring DD), or hire a babysitter.

I'm pretty laid back with things like that, BUT i don't think you are off base at all.
I would tell MIL to go have fun and i'll find another babysitter and make sure my DH tells her how messed she is...she had a commitment to babysit first.

That's the other thing. She never comes to visit and DD is the definition of terrible twos so I do not even know how she's handle her. My mom is on the ball and I would let her take her only because she sees her alot and knows her.
You don't know whose house she is going to. You don't know the setup. If there are animals. If there are other kids going. That is ridiculous that she would call you up and TELL you that she's taking her there.
I am so mad for you right now lol!

ok. i agree with everything you said here 100% the only statement i do not agree with is the pitbull comment.
did you know the golden retrievers have the highest bite rate? not all pit bulls are bad. just bad owners.

Usually I would say let your child go. I am a very easy going parent,and my mil or parents have brought my kids to peoples houses that I didnt know, but not when they are going to be drinking. Drinking with a 2 year old with a pool and then driving. I would just say no.
