I'm not exactly sure who you are talking about but I have seen situations where dad pays 17% of gross income + shares expenses for daycare, camp, private school and extracurricular activities. Also, I believe that if the non-custodial parent earns a high salary so that a child is used to a certain standard of living or way of life, the court can award more than the customary 17%.
