does steps = number of years experience?

nope it is the same.
ETA: It also includes education.
It is a chart.
Going down is years of service
Going across is education
Where they meet is what you get paid.
So someone with 2 years and a Bachelor's degree gets paid less then someone with 2 years and a master's degree.

Usually, but if you switch districts it might not.
I've been teaching for 6 years, but switched districts, so now I''m step 2 again because it's my second year in the district.

yea, this is what i meant by pretty much yes. it is at the superintendents discretion to honor those years of experience.
