We used to have them all the time in my parents backyard when we were little. They would be out in the morning, its totally normal.

I called animal control and they told me it's not abnormal as long as it did not appear sickly (which it did not). That sometimes they do come out during the day if looking for food.

NO! Fox hunt during daylight hours. Seeing one during the day isn't at all uncommon. It's a very common misconception, though, that seeing fox during the day is abnormal.
Fox hunt very small prey and unless you have very, very small animals outside, they shouldn't be a worry. Humans are way too big for a fox to bother with. I used to see them all the time in Connetquot Park. When far away, they will crouch, watching you approach. As you get closer and they see how big they are, they run.
I love fox and they are rarely a nuisance.... If the fox is getting close to or threatening large animals and/or people, I might get concerned... but just seeing it during the day wouldn't bother me. Fox rarely (almost never) even hunt prey as large as a cat. They tend to go after much smaller, easier prey than that. Even hawks will hunt bigger prey than a fox will.
ETA - And count yourself lucky. We have coyote and enormous hawks where I live. (I live on a farm, though, OOS)

Fox are NOT nocturnal, nor do they only hunt at dawn and dusk. Simply seeing a fox during the day is not abnormal.
Fox hunting (a horse sport) takes place during the day. If fox were noctural or only out around dusk and dawn, fox hunters would be out riding in the dark, which I assure you they are not.
Take a walk through Connetquot Park, and you'll see fox at all hours of the day.
If the fox is otherwise acting abnormally, then yes it could be a problem. However, just seeing one during the afternoon isn't weird in and of itself.

That's crazy!
I kid you not, there was a dead baby bear on the Grand Central Pkwy - it was eastbound right before the Union Tpke exit.
Of course I couldn't take a pic b/c I was driving and now it's gone.
But there was a definite BEAR on the Grand Central Pkwy.
A baby one no less.

We had a fox family raise their seven kits in our back orchard this year. We first saw them in March when the kits were like small roll-y poll-y puppies all playing and tumbling together. The parents would lie near by watching them carefully.
We set up a Stealth camera, which is made for taking pictures of wildlife, and discovered that they were out at all hours of the day and night with long periods of rest in between. The pictures are dated and have the time taken on each. The parents would bring them mallard ducks caught in near by ponds, someone's big red barnyard chicken, muskrats with long naked tails, various small rodents and even a small deer leg, probably from a road kill as foxes eat carrion. We would find bits of hide and feathers on the ground in front of the den.
The babies grew very fast and we rarely see any of the family anymore as presumably they have spread out hunting all over. The camera has not been catching them near the den in the past few weeks. They were fascinating, but made me nervous for my barn cat.
Interestingly, foxes adapt well to suburban locations. I've seen them in the midst of very populated areas. Once on Halloween, with kids in costumes running around everywhere, I watched one trot along casually as if all was perfectly normal. It could have been taken for someone's pet dog, if you didn't look closely.

Here's the mom nursing a few babies. She got very thin by the time she was able to start them hunting on their own. One day she startled me by crashing into a window near me while chasing a squirrel which ran up the side of my house. She stood just a few feet away from me on my cellar bilco door staring up, transfixed at the retreating squirrel. I got a fabulous, close up look at her before she gave up and moved off. Now I KNOW I have squirrels living in my attic. Drat it. Image Attachment(s):

We have lots of urban foxes here in England, they live pretty much in every city and town. We have them right here where I live, which is urban like Queens. They don't hunt so much as they have had to adapt to modern life, and they are more like scavangers now. They are opportunistic and have been known to run into homes if you leave your doors open, on yesterdays news there was a story about a fox that hid in someones dishwashers.
They are probably more scared of your pets than your pets are of them. I love seeing them!
