This never happened to me before - is this effed up or common practice?
I just received a new job, and came in to give my notice yesterday.
They already knew, because one of my references told them.
I actually had the position already, and the reference was a formality, but my new job told me they were going to say I am being considered for the position.
What if I was just being considered and din't get the job? Then this person went and ratted me out (after giving me a good rec, btw) and then my current job would have known I was considering leaving.
This has never happened to me before... Is this common practice, or was this a dickish move on my rec's part?

i would actually be quite angry at your reference person. It's generally assumed that a reference gives you that reference, and keeps it confidential.
they had no right to tell your current employer anything!

This. I would also probably have asked the new employer if I had to use my current job as a reference. I personally would not feel comfortable doing that in case it did not work out for any reason with the new one officially giving me the job.

Thanks... technically, it wasn't my current job being used as a rec, but someone who contracted my services through my agency. I needed to give a name of someone who oversaw what I did - and it was someone my new employer knew and could easily contact....

I agree that the fault lies with your reference, not the new job.
It is common practice to check references before finalizing job offers. Hopefully the candidate has picked someone who can be more discreet and prepped them that they're a reference.
Thank your reference but mention that you're glad you got the job because if you didn't it could have been a problem.
