I would say you should start at a small business center- a lot of the CUNY's/SUNY's have one. There is one at SUNY Farmingdale on route 110.
You don't really need someone to write the plan, it isn't that hard (I have an MBA in entrepreneurial studies and wrote many a business plan).
Maybe start off in the library and get some b-planning books?
