If I am getting a new I Phone, can I give to my DD to use as an I touch?
would it work, would she be able to down load apps? Or would it need some kind of service?

That's what we did. Just need wifi for service or hook up to your iTunes acct. they just won't have cell/data reception.

Yes.
I gave my DD mine. doubloaded educational apps and some games. she loves it.
Also like Pandora for music
