Is it ok if a carseat is crooked when there are more than 1 in a row?

I would have to say no. I personally would think that there is no way it can be totally secure that way. I wouldn't be comfortable with it.

No it is not OK for the carseat to be crooked, touching another seat or not. Each seat should be independently installed with no more than 1" of movement from side to side or front to back at the belt path.
