I would definitely allow for 2 per person.

I think it depends on what else you are serving, too. If you are serving a lot of dishes, including other "mains"/proteins, so that people may try a pork chop or may opt for other choices, then I think 2 per person is adequate, or you could perhaps get away with less than that.

If the pork chops are the main dish and you are just serving a side dish or two with them, then I would probably make more than 2 per person, especially if they are on the smaller size or are bone-in chops with less meat and if you have some big eaters in the group.

But I always have leftover food when I host dinners or parties because I would feel weird if everything was gone and there were no leftovers. It would make me think I didn't have enough food. But that's how my mom is, too - we'd always rather have way too much and have leftovers than just enough.
