Best bike for a 3.5 year old?

DS is 3.5; he has outgrown his radio flyer tricycle and I don't think he is ready for a bike with training wheels because he hasn't really mastered pedaling yet. Most of the tricycles out there seem to be for younger kids so we are at a loss!
Any suggestions for this in-between stage?

DD loves her Schwinn tricycle, SAMs club sells it.
We also just bought her a regular bike with training wheels for her 3rd bday. She pedals well, but forget to steer sometimes lol

Some two wheelers with training wheels have a handle on the back so you can still push them. Maybe try one of those balance bikes.

We did the balance bike - you can get them off of Amazon and Costco (at least when we did it). No pedals, but it teaches a little kid really good balance. My husband taught our child to ride a bike one afternoon - she went from the balance bike to a two wheeler at 4. no training wheels!
