I'm so upset!! Advice needed
My son is in pre k and has had speech for a few years now. His teacher expressed worry over learning issues. We had to have numerous tests done - IQ test , educational tests, another speech eval... So on and so forth. Had a meeting with everyone at the school. Everyone agreed to keep speech for next year and they all suggested he go into a special class for kindergarten to get one on one attention. Basically a special Ed kindergarten class. Fine.
I asked them if they could give him any help over the summer. They said they would put in for SEIT services. It would be extra educational help to give him a strong base for fall. Perfect.
It's all set up - the schedule is set for summer services. we are happy he will be getting help. He probably should have been getting this for awhile but whatever.
I just got a call today from school saying the county denied it!! I was in tears and got all choked up and just got off the phone. Something sbout the deadline passing and also that they have no proof of regression.
Has anyone been in my shoes? I'm so angry. I'm angry I spent all this time running around and having all these tests done for NOTHING. I'm angry he's not going to get this help that he needs after everyone agreed this would help him. I'm so upset.

How old is your DC? I ask b/c it was my understanding that the county approves and determines all EI and it switches to the district for CPSE (when the child turns 3)
I just noted that you mentioned K. My DC is starting K at 4 and at the meeting with the district to form a plan for the fallo a rep from the county came but state that she has no role in determining services. She only steps in if the requests were ridiculous. Like demanding therapies he was not approved for, etc.
Your district should have provided you with some guidance. There should be some type of appeals process.

First the county can not deny you services because you are in CSE and the county has nothing to do with it. I would call back and get clarification on that.
If the district approved it and you have it on your IEP then they have to provide. It should be someone from the district giving the hours. Most districts will call it home hours and it is very common to be given out if the child shows a need.
Call the district back and ask for clarification and make sure you have a copy of your IEP.

Thanks all. I have the IEP and while the speech is on there for summer and fall, it seems the SEIT isn't. And that's what we all discussed at the meeting we had back in April.
I feel like someone dropped the ball somewhere.
Will call.

Send your district an email and request another CSE meeting asap. You need a papertrail so just calling will not help. In the email state that you agreed upon Home Hours during the summer from a special education teacher and that was not on the current IEP you received. Good luck!!

I would send a written request for the minutes of the meeting, since you are sure that SEIT services were to be included in the IEP. I would also request a second meeting to revisit the issue. I would also record the next meeting since there seems to be selective memory of what was agreed to.
