Town of Hempstead permit is $10.
This. If you wanted to park in Massapequa you'd need a Town of Oyster Bay permit- not sure of the cost on that but can't imagine its much different.

Some towns have a specific amount of slots for non-residents. More expensive fee, of course.
I'm considered a 'non-resident' and pay non-resident prices because our station is the the 'village' and I don't live in the village, I just live in the 'regular' town. Ridiculous.
It is 175 dollars a year. Village residents pay 60 a year.

I pay non resident price at Farmingdlae because it is a village lot. No. residents pay 300 and residents pay something like 70 I think

For the lots the OP asked about, it's a permit from the town- so ToH for Merrick, Bellmore, Wantagh, Seaford and then Oyster Bay for Massapequa, Mass Park, etc.
So, you just have to live in ToH to get a permit, but you don't necessarily have to live in Merrick, Bellmore, Wantagh- you can live anywhere in ToH. I always hear people saying they drive from East Meadow, Levittown, etc for the train because those towns don't have stations.
Nonresidents would just park in lots that don't require permits or on the street.

This. I live in East Meadow and have a TOH parking permit. We park in Bellmore or Merrick.
