I read it and it is really not clear to me BUT I feel like it says it gives him the ability to keep this rule in place until July 8 and up to that date he can extend the lockdown for 90 days or less.
That being said, I would not be surprised IN THE LEAST if he extended the NYC and LI lockdown through the entire summer.

Yes, that is what it means. DH works in management in a hospital and that is the same order that's been around- it gives him until July 8th to extend, not that it's extended until July 8th.

Yikes I hope not. Children will not be going back to school until October if we don't even enter phase 1 until September.

It's on pp 27-28 of the document (pp 33-34 of the link), under Dept of Health
I looked at the document and saw this:
"This notice is intended to serve only as an emergency adoption, to be valid for 90 days or less. This rule expires July 8, 2020."
The way I read it, that means that the rules listed in the document can be put into effect for a maximum of 90 days, ending on 7/8/2020. It doesn't mean that the lockdown goes until 7/8/2020.
This, sort of. Right now, non-essential businesses are closed until July 8 as per what was published in the NYS Register. The "or less" portion means that the governor can re-open non-essential business before then - which he is doing very slowly, starting in upstate New York with his announcement yesterday that elective surgery can commence.
