If you have a male cat....
Does he pee on things ?
My male cat does this every once in a while. It's sooo annoying. He's not sick.
Plastic bags are inviting to him.
My female cat...never anywhere but the litter box.

He peed in the dog crate a few times, but I think he was trying to show the dog who's boss.

I have two male cats who have never peed anywhere but in their litter boxes.
Is your cat neutered? If yes, is he recently neutered?
He could have a urinary tract infection, which is common in cats. If this is something new, I would call the vet.
Do you have other pets? He could be trying to establish his territory. If you have other pets, I would make sure to get some different level cat climbing trees / perches to make more "territory" available to your cat(s).
Finally, how did you clean the areas where he has peed outside the litterl box? Some cats will continue to go in the same spot / area unless it is cleaned so well that the cat can't smell it anymore. (Not as easy as it sounds!) I would make sure to use a product specifically meant for cleaning cat urine. Nature's Miracle makes a formula specifically for cats. There are other products out there as well.
Good luck. It's a frustrating problem for sure.

Is he fixed? If not spraying is common.
If he is fixed just make sure he doesn't have a UTI or crystals. He can be acting 100% fine but still be sick- cats do that.
Maybe have the vet take a look at him to be sure.
