Fence etiquette
We just closed on our house and every time we see one of our neighbors (its been three times) he mentions that his fence is old and he wants to replace it. Are we supposed to offer to pay for part of it? He has a dog...apparently not a friendly one bc on dh's second visit to the house the dog jumped and bit Dh (skin didn't break but he had a nice bruise). Dh thinks its a pitbull mix. We have kids but honestly I'm not concerned if we didn't have a fence up - except that they have this not so friendly dog. So I guess I have two questions - as a dog owner does he need to have a fence? And should we offer to pay for part of it if he replaces it?

It's his fence. You are under no obligation to pay for 1/2 of it. It's up to you if you think it would give you peace of mind with the dog.

Do you think he's putting feelers out to see if you would split the cost of the fence or he's just being neighborly and kind of apologizing for his old fence

It could be him putting out feelers, but you don't have to pay for it.
And no, dog owners do not need fences.

I took it as he was putting feelers out there bc he keeps mentioning it and its not in a "sorry it's crappy" context. In fact I didn't even think it was in bad shape
