Definitely looks like a little girl's dress.
How tall are you? I am 5' 2" and cannot wear women's dresses (unless I have hemmed) and find many of the petite size dresses to be frumpy so I often buy juniors dresses. Many even tend to run too short (even for me).
Try Nordstroms, Macys, Urban Outfitters, Forever21, American Eagle Outfitters, Aeropostale.
Also check ATL for petite size dresses.

Is this style dress ok for a petite mom???
I am just about 5 ft so I also have trouble with dresses. I have bought kid's size pants and skirts, but not usually dresses because the shape is often wrong (I'm short, but I have boobs!)
This particular dress screams child to me.
