ITA. HOV lane is for 2 or more people " commuting to work", saving the road and environment from an extra vehicle. Whether you can "get away" with it or not, we all understand the concept of what the HOV lane is truly for (to encourage car pooling amongst commuting, working adults). I am surprised they would not clarify this law to possibly include 2 adults who are of legal driving age as a requirement, b/c this is the TRUE intention of the lane. I don't think it's cool to use it just b/c you can get away with it, JMO.
its considered a safer lane bc people cant (even though they do) veer in an out unless in the posted areas. thats why motorcycles are allowed in too.
not that i totally agree with that - thats what I read on the DOT website

Go to work in the morning rush. A second passenger isn't mandatory for about 10% of the morons in the HOV. Where are the police when you need them?

Yes, but "person" is a lot easier to enforce than "licensed driver." Many adults can't drive either -- blind people, people with certain other disabilities, the elderly, or those who just did not learn how to drive. It would be a lot more difficult to enforce a restriction that required the other passenger to be a licensed driver...
Most people aren't commuting to work with their children (though I realize many take them to day care) -- so I don't think it's a huge deal that children count as a person for the HOV lane.
I also thought it was funny to read the news stories when the HOV lane first opened on the LIE -- people were being pulled over with dolls in car seats or blow up dolls strapped into the passenger's seat... I don't think it's fun to abuse the system. I just found the stories from the first couple days to be amusing.

Well what if I am picking my kid and someone elses kid up from school - isnt that carpooling?
