Are you supposed to add milk when making meat sauce?
 A bunch of recipes online have milk as one of the ingredients. Is this the norm? I'm scaring DH again because I am trying a new recipe  I've never made meat sauce

I never have used it or heard of it.
However, sometimes when I make meat sauce, I use heavy cream to make it more of a cream sauce/penne alla vodka (minus the alcohol) type sauce. Maybe the milk is used for a similar reason?

I never do. I brown the meat, then add my own sauce to it. Meat sauce.

Milk is a definitely traditional ingredient in Bolgonese sauce! I actually use it in mine too!

I sometimes grate romano cheese in my sauce too.
