Yes you can (I work in an insurance broker's office)
You are limited as to what companies would accept you and you would most likely be put with a company in the NY Assigned Risk program, so it's going to cost you more $$$ until you get your license.
P.S. If you go through a broker, be careful of the "fee" they charge. Some that I have heard of charge up to $250 a year!! Which is INSANE!!

No you can't, and if there are companies that do let you, well you're just going to pay a ridiculous amt of $$$$...not worth it!
