I applied for my permanent online in May, I received it in the mail in September.

I applied in August and got it in January but they back dated it to September.

I applies for my permanent cert in Dec and I'm still waiting. They are definitely backed up but I was told on the phone, if you get a job, your principal can call and expidite (sp?) the process in a day or two.
