CIO and "happiest baby on the block"?
Are these two methods/theories the same? Or mutually exclusive? Or have nothing to do with each other?

Nothing to do with each other- The happiest baby on the block has to do with using the 5 s's= Shushing, swaddling, etc and CIO is the Farber method of letting them cry to sleep slowly by comforting them at certain time intervals.
That's the basics- both are much more involved.

We used both, just at different times. The happiest baby on the block is about the first three months of life. CIO isn't appropriate until 4-6 months.
