Cuomo wants to cap Superintendent Salaries..
ALBANY - Gov. Andrew M. Cuomo announced Monday that he'll propose a new bill to cap the pay of school superintendents around the state at a maximum of $175,000, including at least 107 on Long Island who make more than that.
Cuomo's announcement comes just a month after he publicly derided superintendent salaries and questioned why so many earned more than he did. It drew swift criticism from superintendents, who say such a cap would hamper efforts to attract and retain quality candidates.
Under the measure, superintendents would be paid on a sliding scale based on student enrollment. Even at the largest school districts (defined as those with more than 6,500 students), salaries would be capped at $175,000 - $4,000 less than the governor. All told, 319 superintendents statewide would be affected by the change proposed by the governor. The superintendent pay cap would save about $15 million, Cuomo said.

Cuomo said 209 superintendents statewide earn more than $175,000. On Long Island, the highest salary went to Syosset Superintendent Carole Hankin, who earns $386,868. She could not be reached for comment.
"We must wake up to the new economic reality that government must be more efficient and cut the cost of the bureaucracy," Cuomo said in a statement. "We must streamline government because raising taxes is not an option. "
It was just the latest in a number of swipes the Democrat has taken at what he's called unsustainable school-aid increases.
But Anthony Annunziato, the Bayport-Blue Point superintendent who leads the Suffolk County School Superintendent Association, said Long Island superintendents would leave the state en masse once their contracts expire if such a cap is enacted.
"Absolutely, we will leave," said Annunziato, who is paid $242,550. "I can tell you personally that would be what I would look to do." He said there is already a dearth of superintendent candidates on Long Island and a cap would further diminish the field.
Under the scale the governor proposed, superintendents at districts with 250 or fewer students would earn the least, $125,000, while superintendents at districts with more than 6,500 students would earn $175,000.
Cuomo has called for reducing aid to schools by $1.5 billion, or about 7 percent, in his 2011-12 proposed budget. During his budget address last month, he highlighted superintendents' pay as a reason why state spending hasn't kept up with revenue, generating a $10-billion deficit.
"I understand that they sometimes have to manage budgets, and sometimes the budgets are difficult," Cuomo said during his speech. "But why they get paid more than the governor of the state I really don't understand."
The head of the Senate Education Committee agreed.
"In my estimation, the highest-paid person in government should be the governor," said Sen. John Flanagan (R-East Northport), adding, "everything should be on the table" as the state grapples with the deficit.
Assembly Speaker Sheldon Silver (D-Manhattan) was noncommital, saying he'd have to study Cuomo's proposal. The powerful Democrat also said he was looking to make "restorations" to the overall budget cuts Cuomo has outlined, including "key areas" such as education.
Superintendents say they have been unfairly singled out.
"It's bad public policy," said Robert Lowry, deputy director of the New York State Council of School Superintendents. "This is a time when schools need strong leaders. The governor wants superintendents to do a number of things . . . renegotiate teacher contracts, consider consolidations and shared services. If you cap superintendent salaries, it's going to be harder to get people to take these jobs."
Jay L.T. Breakstone, the president of the Nassau-Suffolk School Boards Association, said local school boards should be the exclusive arbiters of what superintendents and other school employees are paid.
"Whenever somebody, anybody, tries to take away the power of the community to govern its schools, that's antithetical to the way we believe," said Breakstone, also the president of the Bellmore school board.
I personally think this is a great idea!!! I would take the job for even 100,000.

I think you would have plenty of well qualified people willing to take the position for $179,000. I think it's definitely a step in the right direction.
What burned me was that when Cuomo brought up the tax cap originally, he pointed out the extremely high salaries of supt. The supt. of Westbury, in response, basically said, "Well, we'll have to let teachers go then." There has been absolutely NO discussion of changing administration, which is one thing that indirectly affects our children's education. I can tell you, I did not have a better education than another school district just because my superintendent was the 2nd highest paid on Long Island.

they just passed something similar in Jersey and I am all for it- do you realize they could probably hire like 3 teachers for $300k or all the new books they could buy?
Those are things that would actually reach the kids and make a difference- no administrator needs to be making that much!

I still think they need to combine districts around here to gain greater economies of scale. Nassau & Suffolk counties have almost as many districts (126) as the rest of the entire state does (193).

To play devil's advocate - i think it might be somewhat unfair to those who are currently in the position. Saying hey your making 300K but I am now paying you 175K is extreme slashing of one's income. It would be more then fair to do it to a new hire. BUT, if you don't like it then get a new job. Also, people need to realize if they will do this to super's who is to say what will happen as a trickle down affect on any state worker.

I completely agree!! I also agree with cutting the salaries for superintendents. And this is coming from an unemployed teacher! They are quick to cut teachers, aides, programs, etc. They never look to consolidate districts or streamline administration!

To play devil's advocate - i think it might be somewhat unfair to those who are currently in the position. Saying hey your making 300K but I am now paying you 175K is extreme slashing of one's income. It would be more then fair to do it to a new hire. BUT, if you don't like it then get a new job. Also, people need to realize if they will do this to super's who is to say what will happen as a trickle down affect on any state worker.
but ths has happened in many private industries - most pilots took a 50% pay cut to keep jobs - it is a choice quit or take half pay - it is what the private industry said
also this has a huge impact on their retitrrement - because a lot of retireement is based on the averge salary over the last 6-8 years

I think NJ was doing something like this or here IN pA b/c i remember seeing this on the news this week that they were freezing their salaries. One superintendent in Philly was making over $300K..thats more than the mayor and gov combined.
a step in the right direction I guess.

Exactly its goes so much further than just the first years salary, as people retire in the next 10 years they won't be retiring on almost 400k salaries and that will be a huge help to the tax payers

ITA!!!! This will be one of the smarter moves. My district has one of the top 10 paid superintendants on LI which was posted in that article.
I love how a few threatened to leave if this happens. Good riddance.

One of the top paid superintendents is from Rockville Centre. Same superintendent that was there when DH was in school (he graduated 1996). So he's been making enough money off taxpayers for long enough.
I see what your saying about the trickle down effect...but the truth is some of these admins make more then the President of the US. That's crazy to me

President Bush made 400,000 a year with many additional incentives. Just want to say that with the highest paid super in Syosset is making less than the president. Also, there are many professions who make extremely competitive salaries and who do make more than the president of our country. I do believe that with the scrutiny on public education, it should be expected that the supers take pay cuts and freezes. I am not objecting that at all.
Interesting tip ... the inventor of silly bands made millions of dollars off of it. I am not mad, just jealous! hahah can you believe that? I am in the wrong field!

I wonder if they are going to look at charter school principals/CEOs. Those are funded through a mix of private and public money (and a recent study showed some schools spend more per pupil that non-charter publics). There is at least one principal that I know of who makes close to $500k in salary and bonuses.

I was watching the news and they said Cuomo's father did something similar to the BOCES' superintendents, but it did little to fix any problems. Now, the BOCES asst. superintendents just make more than superintendents.
