DC refusing to wear costume/hats/winter coat?

I had a few questions, but am grouping it into one topic.

DS hates wearing heavy things. I tried on his halloween costume and he cried hysterically. I put on his winter coat and hat to make sure they fit and he cried hysterically.

Do I pick my battles and just put him in a halloween tshirt for trick or treating? What about winter hats? He just pulls them off, even if they attach under the chin or are tight. What about winter coats? He cried hysterically when I put that on too.

ETA: He's a bit prone to tantrums right now.
