Disney World Dining Question - Character Dining
I'm looking for opinions on Crystal Palace (breakfast) and Tusker House (lunch). My boys are going to be 3 and 4 years old when we go so I'm just looking to see if these are good options for them.

Both would be great, honestly. Both are in-park so you can try to get a pre-RD ressie if you're lucky, but more importantly, you won't have to deal with traveling to a resort.
The food is different but for me it would come down to whether the boys are more interested in Pooh and Pals, or Donald and Friends.
ETA: The food is more "interesting" at Tusker House, for better or for worse, but they still have some kid-friendly staples

I don't find doing Tusker House pre-rope drop is a big deal. We usually recommend the safari and Expedition Everest first, then a later breakfast or lunch at Tusker House.
At Tusker House, your characters are Donald outside (you can purchase the picture or have them use your camera) and then Daisy, Mickey, Minnie, and Goofy inside all dressed in safari wear. They have a parade around the restaurant with African instruments and the kids are invited to participate.
At Crystal Palace you want an pre-opening mealtime so you can be inside Magic Kingdom when the park is still "closed" and enjoy the magic of the emptiness, as well as pictures in front of Cinderella Castle without 800 people in your shot. At Crystal Palace you'll find Pooh, Eeyore, Piglet and Rabbit.
If you're REALLY good... you get done eating before rope drop and rush to Fantasyland where you get in line to make the mad run to Dumbo before the lines hit. ;)

Is Minnie definitely there? Nothing I have read says Minnie is there.

Is Minnie definitely there? Nothing I have read says Minnie is there.
We were there in December and Minnie was not at Tusker House. Mickey, Goofy, Daisy and Donald (he was outside).

We went to both for breakfast in December. The little miss was happy with both, but enjoyed the food at Crystal Palace more. Our Tusker House reservations were right at the changing of the breakfast/lunch hour and *I* wasn't thrilled about that at the time, but it worked out fine in the end.

We've seen Minnie there at least twice ourselves and clients texted me pictures of their Tusker House lunch this weekend -- the kids were with Minnie.
All character dining has the caveat "characters subject to change" so you just never know! That's how Mary Poppins can end up at Akershus. ;)
