Do I or do I not qualify for unemployment
if I got severence pay?

Yes you defintely do...Just depending on when you Severence Stops...

you do if you worked there long enough, etc. and it begans after your sev pay runs out

So, if I got 4 months severance pay in one lump sum I will not be able to get unemployment for 4 months?
Will I get all 9 months afterwards or will they subtract the 4 months from the 9 months of unemployment?

I have received lump sums in severance and was able to file for unemplyment a week after I was let go. I think you cant collect if you are getting checks each week for your severance.
