Really? I thought the city recently had a huge law suit b/c the didn't get more aid. If they won that suit, it's only been a few years that they've gotten more, than these schools have been around for a long time.
NYC got shortchanged for many years, which is why there was a lawsuit. The lottery is supposed to help support education. Let's say, for argument's sake (b/c I can't recall specifics) that NYC has 36% of the state's kids in its schools. It should get 36% of the money from the lottery, and it wasn't. Also, property taxes in the city are less, and many corporations in the city aren't/weren't paying their share because of loopholes.
Savage Inequalities by Jonathan Kozol is a great book on the topic.
