I don't think they are interchangeable. They're not.
I'm just saying it's perfectly OK for someone to form an opinion based on an observation and not an experience.

Did you ever think since you work in the field you have to not form an opinion on anyone until you investigate it?
actually, we start out by seeing a sorta pattern, indicating wrong doing or fraud...and then we investigate it.
so I guess we form the OPINION that it could be fraud...and sometimes through actual FACT gathering...either strengthen or weaken our case.
so we are sometimes shown that our opinion WAS in fact, misinformed.
and we sometimes find that our opinon has been bolstered by fact.
and then we get back money for ALL of you.
and I am happy to do it.

Facts can't be wrong. Facts are facts. You may believe that something is a fact, when in truth, it is not. That is being misinformed. So if you base your opinion on what you believe to be fact, but it is not, then you have a misinformed opinion.

i agree - you can form an opinon based on an obsevation. and as we see from the other thread, two people can see the same thing and formulate different opinons (due to their experience in life).

Facts can't be wrong. Facts are facts. You may believe that something is a fact, when in truth, it is not. That is being misinformed. So if you base your opinion on what you believe to be fact, but it is not, then you have a misinformed opinion.
