Because I'm a total beyotch, here's how it would unfold for me: If the parent just let her kid feel entitled to my belongings, I would say, "Excuse me, those are our things, we would prefer you don't use them." BUT If the parent told her children no and it wasn't ok to touch my things, I'd offer it up to them. It's like a behavior modification system for parenting

ITA! And if it was my son tryng to take a ride in another childs buggy I would tell him NO WAY.
I would have done this also. I would not share a buggy because it is expensive to replace if something happened to it and it sounds like in your case something might have happened. A ball or sand set I don't care about. But anything more than that is not shareable with kids I don't know, especially when the parent doesn't even ask first.
