My MIL has bought my DH underwear. She's a sale shopper, so if she sees it, she wants to get it.
She has also bought me underwear, which was weird at first, but I've gotten use to it. Some of it is pretty nice lol!

Eh. It’s his mom. Men’s underwear isn’t as private as women’s imo.
I have a son and I promise I will NOT be buying his underwear when he's a grown a$$ man with a wife and kids of his own. That's ridiculous.
There are some things that you stop doing for your kids at a certain age, buying underwear is one of them. I find things like that to be a overstepping in your grown child's life. JMO.

My mother in law has bought my husband underwear. I never really thought about it but it doesn't bother me or him so whatever. I guess in her eyes he will always be her baby.

I think it is a bit strange. My ex-MIL used to do this for Xmas with some socks. She also used to do his laundry at times.
When we moved overseas, I had him do his own laundry because he would never clean out the tissues from his pockets.
My ex-MIL was not crazy about the fact that I had him do his own laundry and ironing and they would talk about me behind my back. I remember talking to the ex-MIL before we got married, and she asked me to promise that I would always make sure I would iron his shirts for work. I looked at her and said that he can do that himself. I think she was in shock after I said that.
My point is that I think it really depends on the MIL and DIL dynamic.
If she were buying thongs for him, then I’d be weirded out.
It’s underwear. Everyone wears them and if someone else buys them, then it saves money.

I don't find it weird. It's his mom. My ex's mom use to always give some in the stocking at Christmas. Honestly I hate spending money on men's underwear so if she wants to spend her money, go for it lol.
