simple solution
designated quiet cars on the trains
I made that suggestion to the MTA and the reply I received was that an overwhelming majority wanted the freedom to use their cell phones.
i put that in 2 different categories though
cell phone use should be a must but only for emergencies
if you're gonna talk on the phone for the whole trip for business of have a gab session with friends - stay out of the quiet car
I think something like that has to be all or nothing. For some people a 20 minute conversation to x y or z is an emergency.

yeah - it would be rather tough to enforce
but my point is -fine, you wanna use the cell? no problem, but take it to the right car.

Re: LIRR UGH! Shuttith People!!!
Isn't it sad that we have to take measures such as designating a "quiet car" because some people, not all, insist on being ignorant and rude?
What a world, this is great.....
yeah I get that life does still go on while riding the train, but I'm talking about those that think calling their BFF Jill is of the utmost importance.

The offer a quiet car on the Acela trains and it seems to work out pretty well. The conductors make an announcement when people are boarding that X car is the quiet car. No cell phone use is allowed and all conversations must be kept at a quiet level. It's great if you get on the train and need to do work.

Do people respect it? Do the conductors enforce it?
Technically you're not supposed to put your feet on the seat, but I rarely (if ever) see a conductor say anything about that -- the one conductor walked by about 6 times when I was next to barefoot and never said a word. She saw it, but didn't say anything.
I get that the conductors aren't babysitters, but what's the point of rules that aren't enforced?

From what I've seen, people do respect the fact that they're in a quiet car and, as a result, I've never seen a conductor have to remind anyone. It's funny - there's actually a mad dash to get a seat in the quiet car because no one wants to listen to a phone conversation for the 3 hour ride to DC or 1.5 hours to Philly

In my experience, Metro-North has been pretty good about enforcing its rules. When I commuted to NYC, the conductors always made announcements about being considerate of others and moving to the vestibule for cell phone conversations. I used to see conductors ask people who were having loud conversations on their phone to move into the vestibule. I've also seen passengers ask the conductor to remind people to move to the vestibule and I've seen passenger personally request that people move. On occasion, when someone is obnoxiously loud and inconsiderate of others, I've asked a person to move.
My commute became more tolerable when I got an iPod. However, there were still times when my iPod could not drown people's voices out.

Re: LIRR UGH! Shuttith People!!!
I commute with all of my friends. . sometimes there are 15 of us. Are you going to tell me that if you were sitting in a train car with all of your friends you would refrain from talking??

Re: LIRR UGH! Shuttith People!!!
NO ONE is saying they have to refrain from talking.
We ARE complaining about the people who, for no apparent reason, have to practically shout at each other so the whole train can hear.
My husband and I commute together. We manage to have converstaions that you can't hear 10 rows away.

I'm sure you are just as quiet as when it is just me and my one friend. What I am saying is that when you commute with a large group of people. . voices tend to get louder.

Re: LIRR UGH! Shuttith People!!!
And I think we're all saying that tends to get annoying.
We're venting about something we find annoying. Clearly there are explanations for what happens. That doesn't make it any less annoying to us. I've never said a word to anyone, nor have I complained to the LIRR. I don't intend to. I'm not deeply affected by it. I just find it annoying to hear a conversation happening 10 rows away when those 4 people could easily have that conversation at a normal tone of voice. It's hard to drown out shouting.
I'm sure me eating a pretzel or something I do on my way home from work on the train annoys someone who is free to post here and vent about my pretzel eating or whatever I do that's annoying.
