Do you have to stick to the theme?
How about making a "cigar" appetizer with rolled phyllo dough and filling of choice
Or pigs in a blanket and have the dough rolled in poppy seeds before baking and call it stubbled pigs in a blanket?

Another site suggested doing sandwiches cut out in the shape of a mustache with a cookie cutter.
