Nail biting at 23 months?

Aside from constantly pulling is fingers out of his mouth and telling him no...what else is there I can do to stop him from biting his nails?

Ignore it. I find this works for most behavior. However don't ignore the underlying reasons. Nail biting is a pretty common nervous habit. Try to figure out what makes your child anxious and reassure them it is ok. Here's an article from baby center on it.
