now that mortgage rates are coming down, when to refinance?
is there a rule of them or an algorithm to tell me if its worth refinancing?

I've heard people say that if you will save over a percentage point on your rate, it's worth it.
But honestly, I think you need to figure out what rate you could get (which will depend on your personal circumstances and the lender), how much it would save you a month (dollars-wise), and then look at the costs involved with refinancing, so you can weigh out the cost/benefit. That's the only way you can figure out if it will make sense for you to do it!
