Try giving her a board book to hold herself, as pps suggested. You could also try reading to her in her crib or bouncy seat, DS seems to pay attention more in his bouncy seat for some reason. I do not read to him before bedtime--he is too cranky for this to do any good, so pay attention to your child's mood also. Whenever she is quietly alert is a great time, or just in a good mood.
Also try board books or Eric Carle books, Denise Fleming has some good ones. DS loves Spot books also, "Where is Baby's Belly Button" and "I Like it When". Books with big colorful pictures and not much text are good for young babies.
