what are the requirements to qualify? i have family in the same district as me who got checks in the fall but we haven't gotten anything yet  I'm wondering if it was for different things? or different years? we didn't have STAR in 2015 but had it 2016

so I called them yesterday and I was told that I should be receiving it but as of yet I am not scheduled to be cut a check..whatever that means. The person told me that I can send a copy of my paid tax bill and a letter stating that I believe I am entitled to the tax credit but have not received it yet to:
Department of Taxation
Office of Real Property Tax Services
WA Harriman Campus
Bldg 8A
Albany NY 12227
