I think it really depends on the situation-- if you are asking for more money, if you had already made your mind up.

However, I like to wait for a formal offer in writing before I accept anything-- so, I graciously thank them for the offer, ask for the written offer, and say I will take the weekend to think about it so I have it in writing before I accept anything.
