ITA agree very tacky!
With that said I guess it was a good thing I didn't have my DD's invites say "Donations in lieu of gifts to the Bride and Groom may be made to the Mother of the Bride"

i am usually not a tit for tat type of person but since she did not attend your shower or wedding and did not send a gift, i would just politely decline with no gift.

Technically you don't have to send a shower gift if you don't attend, but you are supposed to send a wedding gift although I think with these people you could make an exception.
You could get them some sort of commemorative coin, for the wedding gift!

I think my reaction to this would have to be based on the couple's situation.
My SIL's shower was a "honeymoon registery shower" which really was us just going to the travel agent and giving money towards their trip. But they were already living together in their house so they didn't need any household items at all and since they had their house and all the bills that come along with it - they couldn't afford to go on a honeymoon. In this situation I was glad to give them money towards a great trip that they deserved and wouldn't have been able to do it themselves. Most people didn't want to have to go to the travel agent so they ended up just giving money in a card. I thought it was a perfect idea for them.
