Yes, our lobby has no lights and the shades are down. The AC is not turned up as much as it normally is. The tempature in here is comfortable, usually it's freezing at all times and I need to wear a sweater.
This sounds exactly like my office.
Its normally an icebox in here. The past few days, its comfortable but not freezing, so they've turned the AC down considerably.
Also building lobby is dim and only 3 out of the 6 elevators in our bank are running.. They also dimmed the lights in all the reception areas and lobbies on our floors (we comprise about 12 floor total)

yes.
and we were just told about an hour ago that coned gave warning the power could go 
we have 1/2 of our lights off- fans off, radio off
