over because its easier to rip and the whole roll doesnt go rolling....
ohhh.....and my mommy always did it that way!!
Same- over because it's easier to rip off.
But, my mom always puts it under. Now when I visit I'm always tempted to change it to over!

MUST be under...or I will change it, but DH never puts it on the roll, he just leaves it on the counter if he gets a new one
