I say the last one.. just b/c the others are soo fancie and extravagent.. and I know my dd wanted to crawl around the entire time on her first birthday.. and just think she would have been most comfortable in that last one.

Oooh! Love them all! And why am I slacking on a birthday outfit when DD's birthday is 2.5 weeks away?? 
Anyway, back to you.
You definitely have to consider whether Nina will really be walking by her birthday. I know she took her first steps already so this may not be an issue for you at all, but if she's more comfortable crawling then you have to go with a shorter tutu. That said, I like the second picture best.

Thank you everyone! Ok I decided to go with tutu #2 but I will also buy her an outfit to change into in case she isn't walking in time and wants to crawl around.
Now I need to pick out a top

I LOVE the petti skirt and the first tutu...where did you find them?
If she isn't walking I wouldn't put her anything like that because she will be really uncomfortable.
