8 weeks definitely, it may have been a week or 2 longer. We walked outside a lot (and we'd walk to CVS and DH would stay outside with the baby and I went in and got what we needed). And she was a summer baby-- I'd probably be even more neurotic with a winter baby.

Last winter it wasn't as cold, so I took DS out for walks almost every day--we didn't always go far, but we would go out for a little. Unless it's bitterly cold, I think you could do this also, just bundle DC up and use a wind shield if you have one.
As for going to public places, we waited till the 2nd month visit to go to really crowded places, but I did take him to smaller places at off times (the bagel shop, drugstore, etc.). Honestly, you are probably fine in busier places also, but I'd try to go at off times and if you have a wind shield, you can leave that on as long as the store isn't too hot.

We started taking DS out in public at 8 weeks. He was born November 4th so I didn't want to be out with him during the busy holiday shopping so I waited until January. I felt like I was on house arrest after a while, it feels so great to get out. Just don't let anyone touch them and you should be fine! I carry Purel with me to disinfect my hands too until I can get home to wash them. Unfortunately we've had a really cold winter so far so we haven't been out that much with DS.
